Abstract

Section 91 of the Local Government Act 2002 requires councils to identify key community outcomes for their city, district or region. Prior to the adoption of a long-term council community plan (LTCCP) in 2006, councils must “allow communities to discuss the relative importance and priorities of identified outcomes to the present and future social, economic, environmental, and cultural well-being of the community” (S. 91(2)(b)). The intention is that this will promote better co-ordination of community resources. Councils are taking varied approaches to the initial task of identifying community outcomes. Some are assembling information from previous consultations and seeking public submissions. Others are conducting focus groups and other face-to-face meetings to foster community engagement. As yet, few councils have considered methods for complying with the Section 91(2)(b) requirement to enable communities to prioritise their outcomes.
